Electric Car Rebate

Should GM just make a lot of Volt Electric Vehicles and offer them at a lower price?
Instead of just teasing us or slowly releasing the vehicles or initially offering them at prices over $30,000, I think GM should go for it and start full production selling the cars at no more than $25,000. Would you be more likely to buy one if it was priced at $25,000 and then you get $7,500 government rebate, bringing the effective price to $17,500? I think they would be flying off the lots faster than they could make them. What do you think?
I watched a 60 minutes piece on the Volt and I was sorely dissapointed but not surprised. The spokesman seemed like a real doufus and its obvious GM is desperate and does not really know what to do. Here is what I got from it:
1) The guy talking said "the software is the trickiest part" and blabbed on how difficult it was to get it programmed to understand when to run the engine. This is about 2 lines of PLC code even I could do...if it was below 20% of battery run the gas engine, when its above 30% turn it off...its done. This is typical big 3 stupidness
2) They don't have an actual working model and have no real way to build it today. They are working on it but its supposed to be for sale in 1.5 years...pretty scary. That means they have not really tested it and will have MUCHO PROBLEMAS with the 1st year or two
3) When he talked about the cost I totally lost it. its sounding more like $40k. Why don't they just take a current model, not install the big gas engine, install the electic motor and regen brakes and batteries and small gas motor and the "amazing software (lol)". For some reason this over doubles the cost of the car...amazing. I'm in manufacturing and it should NOT double the car cost, in volume it might add some % but eventually should be equal....GM just sucks in general. How can a little startup like Tesla hand build cars that look and perform awsome (sports car performance) for $60k without robots or automation but it takes GM $40k to build a cavelier with an electric motor?
I agree that they need to make it more affordable to get it out to the masses. My guess is that you will see Toyota, Honda and Nissan eat their lunch in 2 years and take over that segment of the market to.
I think the Volt concept is right on and will be sucessful, just waiting for real companies to take up the banner and run with it.

Car Allowance Rebate System $127.45 The Car Allowance Rebate System (CARS), colloquially known as Cash for Clunkers, was a 3 billion U.S. federal scrappage program intended to provide economic incentives to U.S. residents to purchase a new, more fuel efficient vehicle when trading in a less fuel efficient vehicle. The program was promoted as providing stimulus to the economy by boosting auto sales, while putting safer, cleaner and more fuelefficient vehicles on the roadways. Although the program officially started on July 1, 2009, the processing of claims did not begin until July 24, and the program ended on August 24, as the appropriated resources were exhausted. The deadline for dealers to submit applications was August 25. According to estimates of the Department of Transportation, the initial 1 billion appropriated for the system was exhausted by July 30, 2009, well before the anticipated end date of November 1, 2009, due to very high demand. In response, Congress approved an additional 2 billion. On August 26 the DoT reported that the program resulted in 690,114 dealer transactions submitted requesting a total of 2.877 billion in rebates.
