Hybrid Car Government Incentive

If governments were really serious about protecting the environment...?
wouldn't they use the "green taxes" that they were proposing to fund environmentally friendly technology? Or wouldn't they pass the dollars on to consumers who go green? Like offering an incentive to those who purchase an Electric Vehicle, make their house "green," etc? Is the fact that the governments are proposing taxes but aren't offering anything back what is fueling all of the backlash from those who don't believe in global warming and climate change?
If you don't believe in global warming, would you still purchase, say, a hybrid vehicle or an Electric Car if it costed less than the alternative?
It is not at all about saving the environment, there is big money to be made in Going Green, it is all about money and power, has nothing to do with the Earth, just a way for Obama and his administration to fill their pockets with the real Green, the American $$$$
